Exporting to Colombia — VUCE, INVIMA and ICA approvals
Colombia consolidates import formalities through a single window, which makes the process more legible than many Latin American markets — provided each regulator's approval is obtained in the right order.
The single window, and who sits behind it
- VUCE is Colombia's single window for foreign trade: import registrations, licences and prior approvals are handled there, and some products require a prior approval from a specific regulator before the registration is granted.
- INVIMA is the health regulator for food, cosmetics, medicines and medical devices — product registration with INVIMA is required before sale, and it is a product-and-dossier process.
- ICA handles agricultural health: plant and animal products need ICA requirements and permits satisfied, and it may require inspection at entry.
Labelling and language
- Labelling must be in Spanish, with prescribed content including importer details and, for food, nutrition and health information.
- Residue and additive rules are Colombian; they follow regional patterns but are not identical to the EU's or the US's.
- Health claims on food and supplements are regulated — a claim that is ordinary marketing elsewhere may need authorisation here.
Duty, preference and payment
- Colombia applies its own tariff schedule. No broad India–Colombia preference is in force — verify the current position rather than assuming one.
- VAT applies on import and is handled by the importer.
- Payment routes are conventional, and Colombian importers are generally used to importing; the friction is regulatory rather than financial.
Documents and market reading
- Commercial invoice, packing list, transport document, certificate of origin; VUCE registration evidence, INVIMA registration for health products, ICA permits and phytosanitary certificates; Spanish labelling artwork.
- Colombia's trade data is reasonably complete, but a meaningful share of Andean trade moves through neighbouring countries' ports and roads. Read the composition and the neighbouring hubs before concluding from the headline number.
