Exporting to Oman — conformity, food controls and logistics
Oman applies the same GCC tariff and conformity pattern as its neighbours, with one genuine difference that matters commercially: it is building logistics capacity outside the Strait of Hormuz.
GCC duty and the conformity certificate
- Duty follows the GCC common external tariff for the tariff line, normally on the CIF value.
- Oman runs its own conformity assessment programme for regulated products: a certificate of conformity obtained through appointed agencies, with inspection in the country of export or at entry depending on the category.
- Product scope is broad for consumer and electrical goods. As with Kuwait and Saudi Arabia, establish the scope before you commit to a delivery date — the inspection needs access to the goods in India.
Food, labelling and language
- Food is controlled by Oman's food safety authority, with registration and inspection requirements and Arabic labelling with prescribed content.
- Shelf-life remaining at import is commonly regulated, and expired or short-dated goods are refused — a real cost when sea transit is long.
- Halal requirements apply to meat and related products.
Logistics is the differentiator
- Salalah and Duqm are outside the Strait of Hormuz. For cargo moving between the Indian Ocean, the Gulf and East Africa, that geography is a genuine advantage and a reason Oman is being developed as a trans-shipment and industrial hub.
- Sohar serves the northern industrial corridor close to the UAE border. A distribution strategy for the Gulf may legitimately use an Omani port rather than a Gulf one.
- The practical question is whether your buyer is serving Oman or using it as a base — the two imply very different documentation, pricing and Incoterms.
Documents and market reading
- Commercial invoice, packing list, transport document, certificate of origin, certificate of conformity for in-scope goods, Arabic labelling artwork, halal documents where applicable.
- Oman's import figures are modest in total and include goods that move onward regionally. Read the composition and the direction of the flow rather than the headline value.
